1.        Meeting called to order by Gary Brownwell, President, at 6:40 P.M.

2.     Review and approve Agenda for January 28, 2003

3.     Property Owner/Homeowner Comment/Members Forum Per NRS 116:

Some culverts have sunk on Rocky Road and the comer of Cartwright and Stovepipe.  Very bright lights as you come up the highway (possibly on Lot 6)

4.      Architectural review of submitted plans:

McCoy was approved Lot _______
Hall was approved Lot _______
McCain - garage addition on lot 71 was approved

5.      Review and approve minutes from October 29, 2002 meeting

6.        Lou gave treasurer's report for January 2003

Past due accounts are being pursued by the attorney and they are collecting some of them. Nothing further has been done with the ombudsman's office.

7.       Ratify 2003 budget

8.        Road Report - Installing Private Property, No Trespassing signs at the different entrances to the Highlands. Lots of snow plowing In December. Both snow plows broke down twice. Grader is being repaired. Successful closing of the roads on December 8th.  Thanks to Iris and Bob for assisting.

9.    Review correspondence: Attorney is working on getting the association dismissed from the law suit.  Kelly read two letters that were In opposition to the VRWPA's request for a special use permit. One of the letters also addressed the broken down vehicles, the concrete blocks, and the slash pile on the school property. Photos were shown. Kelly called Keith Judson for his help in cleaning up this area.

10.    Next meeting set for February 25, 2003. Meeting adjourned at 7:50 pm.
