BOARD OF TRUSTEES MEETING MINUTES

April 29, 2003

 1.    Meeting called to order by Gary Brownwell, President at 6:40 PM.

2.   Review and Approve Agenda for April 29, 2003:

      3.     Property Owner/Homeowner Comment/Members Forum Per NRS 116:

Keith Judson went to the VRWPA meeting. Sheriff Pat Whitten spoke regarding trespassing. Unless the property is posted, legally they cannot do anything. The Sheriff’s Dept. will put notices under windshield wipers of vehicles that do not belong in our area.

Keith also discussed what to do with the brick pillars at the entrance. A poll of the audience showed they would like to see it restored as it was.

4.       Architectural review

                                        Kay gave architectural report (see attached)

7.    Ernie Winters gave a presentation for the Rock Art Foundation. They are looking for monitors (people to keep an eye on the site (the petroglyphs) when they are not out there). They want to map the site to protect what is out there and to correct the vandalism done to some of the art. There is a newsletter with lots of information in it. June 6th through the 9th will be the first session of mapping the site.

         8.     Phil McKenna, representing Fire Safe Highlands has a grant and wants to redo all the street signs in the Highlands. They would be brown and gold metal reflective signs on metal posts. 116 signs to do. He will provide a sample at the annual meetings of the 1’s and the 10’s. This is a Federal Grant.

                           9.   Road report:  Culverts/ Gravel/ Repairs

Continue working on the brakes on the grader and on the “No Trespassing” signs at all entrances to the Highlands. Gary will figure out which roads to get gravel this year and schedule the trucks as soon as the roads are prepped.

   10.        Annual meeting date set for June 14th at the Fire Station. Letter and ballots are ready to send out. Thank you Lydia for all your work on this project.

      11.     Review Correspondence: Attorney is trying to get legal fees reimbursed for lawsuit. We received a thank you from t he deputies who helped out with the road closure in December.
