BOARD OF TRUSTEES MEETING MINUTES

August 26, 2003

          Please note: approved *(w/corrections) at September 30, 2003 meeting.

  1.      Meeting called to order by Gary Brownwell, President at 6:42 PM.                  Board members present:  Gary Brownwell, Kelly Brownwell, Jay Campbell, Kay Dean & Lou Tassone.

               Sign in sheet:  Colleen Brownwell, Maggie & Werner Hohn, Keith D. Hall, Dottie Gardner, Ellen Plewacki, Dale *(corrected from Gale) Ortman, Norma & Joe Coppick, Lydia Hammack.

2.     Review and Approve Amended Agenda for August 26, 2003:

Kelly requested to amend agenda to place letter for 100-mile endurance ride and George Walkers retirement as part of item 7- Road Report.

3.    Property Owner/Homeowner Comment/Members Forum Per NRS 116:

Update on NRS 116: Kelly explained new regulations per attorney: 1.) Association has to pay $3.00 per lot fee to state on all 506 lots.  2.) Flagpoles cannot be regulated.  3.) A board member can be fired with a majority of votes. 4.) No board member can be paid for Association work.

  Maggie & Werner Hohn thanked the board for grading Palisade & Frying Pan roads.

                   4.       Architectural review:  No new plans this month.

Keith Hall- Lot # 457 *(corrected from lot 450)- change of color.  Jay Heying- change in color.   Lot # 421 repainting house -changing color to Grey from White.  Rich Atkins –Lot # 40 *(corrected from lot 400) Panamint changed floor plan- committee will need to re-stamp.

a) Discussion about revisions to the C.C. & R’s.  Attorney will review document & letter before final approval by the board to send it out to all property owners.

5.     Review & Approve Minutes from July 29, 2003 meeting.

6.        Review and Approve Treasurers Report for August 2003:

Savings balance $41,260.24; Checking balance $19,696.50;

Reserve fund $32,082.74. Total outstanding assessments $5665.

     Kelly is working with insurance to get $500 deductible back from accident to snow plow.

7.   Road report:  Grading and cleaning of culverts was completed after flash flood.

a.   George Walker is pretty much retired now due to health concerns but could grade if he is feeling up to it. The board, as well as members present, agreed it would be nice to give him a token of thanks at this time. A plaque and dinner gift certificate was approved.

b.  The 100- Mile Horse Endurance Ride will be Saturday September 20th. The group sent a letter asking permission to use the Association roads again. They will start in Virginia City at the Depot with 50 to 75 riders. The board said they must stay on the roads, post the route on the community bulletin board & have a notice in the local paper.

8.   Review Correspondence.  None that wasn’t addressed earlier.
