BOARD OF TRUSTEES MEETING MINUTES

1. Meeting called to order by Lydia Hammack, President at 6:40 PM

Board members present : Lydia Hammack, Gary Brownwell, Lou Tassone, Jim Dakin and Jeff Wilkes

2. Review and approve Agenda for April 24, 2001

3. Property Owner/Homeowner Comment/Members Forum Per NRS 116

This was explained to members present. No Comments.

4. Review and approve Treasurers Report for April 2001

M -Jim S - Gary V_- Unanimous

5. Status Report on Mailbox building. Not ready yet to install boxes .

Trim needed & some additional fill & approval for C of O.

No final cost figures yet.

6. Review and Approve Minutes from the March 27, 2001 meeting

7. Road report. Gary gave extensive report as per all calls and actions regarding roads. Copy of report attached as part of the minutes.

Culverts were installed on Combination & Castle Peak, Five Mile & Toll. New method of gravel placement tried on Stovepipe, Frying Pan, Whiskey Flats, Overland, Barrel Springs & Tybo Roads.

* Corrections. Panamint & Cartwright culvert installed also. Gravel on Palisade & Rocky Roads. also.

Other roads were graded as needed for normal maintenance.

Darlene & others who use these routes thanked the board.

Cost work-up for per mile will be ready for next meeting.

Discussion about use of Highlands roads for events. The only event will be the 100 mile horse endurance ride in September.. will put on agenda for approvals later.. no buggy off-road rides in this area..

We will need a hold harmless agreement from any organizations requesting the use of our roads. The consensus of members present said horses OK - other uses not OK.

Road report and discussion continued from page 1....

Property owners cannot have work done on private property by our grader per Mike Cirac -insurance would be a problem working on private property. The grader driver, who is an independent contractor, may work where he wants on his own time , but without using HRPOA equipment.

Cartwright Road issues...discussion about costs per mile of blacktop that is higher than either the 1’s or 10’s can come up with. Over $100,000.  Will have an informal meeting with the 1’s to work over some ideas and attempt to get on the next County Commission agenda to discuss our need for help with the 2 miles of private road between the county parts.  All agreed to meet at the Delta on Wednesday May 2nd at 6:30 PM to discuss over dinner. Will report on outcome at the next meeting.

8. Architectural review of submitted plans/variance letters.

Jim Maushardt Lot # 220 House plans -approved.

Jeff Wilkes Lot # 265 -Dog Kennels plan -approved.

9. Discussion/Action : revise Architectural Guidelines.

Jeff gave the board the draft of the attachments . Jim will look at the Pantone colors selected and make his recommendations to Jeff also.

A completed document should be ready for the May meeting.

10. Discussion of annual property owners meeting and elections.

Letters of interest to run for office were reviewed and only 2 were received before the April 2nd cut-off date.

Per Atty. -do not have to add onto ballot any late requests.

Mailing information was reviewed & approved. Mail on May 1st.

All thank you’s and letters about CC & R’s violations were sent.

Copies saved for files. Any responses will be discussed at next meeting.
